ABUJA, Nigeria — Nigeria’s Accountant-General of the Federation, Shamseldeen Ogunjimi, told the House of Representatives on Monday, July 27, 2026, that perpetrators used a forged State House letter to obtain an administrative code and official government recognition for the non-existent Presidential Foreign Investment Promotion Council.
Golden Info reports that Ogunjimi presented his findings to a legislative Ad Hoc Committee, detailing how the Office of the Accountant-General received a fraudulent letter on November 7, 2024, requesting administrative setup for the entity.
Ogunjimi stated that his office processed the request, created an administrative code, and communicated approval to the State House, copying the Office of the Auditor-General for the Federation. The purported council subsequently submitted requests for self-accounting status, personnel deployment, and funding, including an establishment grant of ₦27.4bn ($18.2 million USD).
The treasury rejected the request for funds due to a lack of budgetary provision, with Ogunjimi confirming that no public money was released for salaries, overhead, capital, or special allocations. He added that while the Central Bank of Nigeria opened two domiciliary accounts for the organisation, the accounts were never activated because the council failed to satisfy required regulatory conditions.
Addressing the origin of the correspondence, Ogunjimi clarified that the initial document was counterfeit. “The letter that was received by the Treasury was respectfully addressed as coming from the State House. That letter was never issued by the State House,” he said. He further noted the treasury was never formally notified that civil servants from the Office of the Chief Economic Adviser to the President had been absorbed by the fabricated council.
The Nigeria Police Force has filed criminal charges of conspiracy and fraud against the primary suspect, Adeyemi Adeniyi, at the Federal High Court. The legislative committee directed the Inspector-General of Police to present Adeniyi before lawmakers by 12:00 p.m. WAT on Wednesday, July 29, 2026.
